The Ministry of Transportation and Infrastructure (MOTI) in B.C. defines a Traffic Management Plan (TMP) as a project-specific, working document that details the guidelines and procedures for a project's Traffic Management Strategy, ensuring the safety of workers and the public, and the safe, efficient movement of traffic around a work zone. It includes sub-plans for traffic control, public information, and incident management, all of which must comply with MOTI's guidelines and standards.
You're right — a TMP is the plan. But MoTI defines a Traffic Management Plan as a full strategy that includes several sub-plans. One of those is the Traffic Control Plan, which shows how cones, signs, and TCP's and/or Lane Closure Trucks will be used to guide traffic safely.
So when MoTI says a TMP includes a sub-plan for traffic control, they mean traffic control is just one part of the bigger picture. Other sub-plans might include emergency response, public communication, or access management — depending on the site.
